Stepping up controls to prevent modification of firearms

In recent years the police authorities have found that modified or home-made firearms represent more than 60% of all illegal firearms confiscated by the authorities.  This demonstrates the ease with which criminals are able to obtain modified firearms.  Criminals are able to transform ordinary toy guns into firearms with killing or injuring power with generally available lathe techniques and equipment. As the modification of firearms requires a high degree of professional skills and equipment, the judicial and police authorities have constructed a database that enables cross-comparisons and analyses of earlier cases involving modified firearms, so as to deduce the likely suspects for modification factories, where they are located, who may be doing the modifications, and the technologies for firearm modification.  The authorities will then lock in targets and disband such organizations at appropriate times, so as to eliminate sources of modified firearms.
